Pincher Creek Town Council – Code of ConductAugust 1, 2019
The Town of Pincher Creek is aware of a recently circulated written statement regarding the local food bank and certain members of Council. It was authored by Blaise O’Rourke and circulated by Councillor Sussanne O’Rourke on or about May 18th, 2019.
All municipalities in the Province of Alberta are required by the Municipal Government Act, Section 146.1 to enact a Council Code of Conduct Bylaw which is binding upon all members of Council. The Town of Pincher Creek enacted the Council Code of Conduct Bylaw No. 1622-18 on March 12, 2018. All bylaws are available for public viewing at: http://www.pinchercreek.ca/town/bylaws.php.
On April 3, 2019 Town Council found that the Council Code of Conduct Bylaw had been breached by a member of Council, and by majority vote, passed a resolution to address the breach and reprimand the responsible party.
The Town emphasizes, in the strongest possible terms, that this statement was not made on behalf of Council or on behalf of Town administration. The public position of Councillor O'Rourke and Mr. O’Rourke regarding the operation of the Pincher Creek Food Bank is not the position nor the opinion of the Town of Pincher Creek.
Any statements made by Councillor O’Rourke regarding the Pincher Creek Food Bank are statements made in her capacity as a private citizen and are not statements made on behalf of the Town Council.
